The explanation Frank Jensen offered does not match my scenario. What
happens is this:
> \documentstyle[isolatin,A4,12pt]{article}
latex says:
...
LaTeX2e <1994/02/03> PRELIMINARY TEST RELEASE
Hyphenation patterns for american, english, norsk, germanb, loaded.
(/local/TEX/lib/inputs/latex2e/latex209.def
...
(/local/TEX/lib/inputs/zz-usit/isolatin.sty)
File `A4.sty' not found.
New name (default extension: sty) or <RETURN>?

when I run it on Linux. On SGI it works wonderfuly. I have the same
directory hierarchies on SGI and Linux and the file, A4.sty, in
question is deep in the hierarchy.
When some users process this
> \documentstyle[11pt]{article}
latex will say:
(/local/TEX/lib/inputs/latex2e/size10.clo)
(/local/TEX/lib/inputs/zz-usit/dev.sty
I.e. it loads size10.clo, not size11.clo, and goes on to load dev.sty
which isn't mentioned anywhere. This example works perfectly when run
from my account on linux or sgi, but not on sgi for a couple of users.
I will try the -DTEST Karl proposed and hopefuly post a jubilant
message within hours.
